Call JQuery UI's effect(effect, options, speed) on the target element.

- effect - (atom)
- Name of an effect. See <a href='http://docs.jquery.com/UI/Effects'>JQuery reference</a>.
- options - (key/value pair)
- Key/value pair of options for the specified effect.
- speed - (integer)
- Speed of the effect, in milliseconds.
